Predicting a political struggle in Cuba when the ailing Fidel Castro dies, the US desperately tries to clear out a top secret (not even the CIA knows of it's existence) chemical weapons storage facility hidden in a naval base on Guantanamo Bay. When the freighter spiriting the weapons away is hijacked, Rear Admiral Jake Grafton is brought in to investigate.
